Outage notice: Upgrading MediaWiki

I have things lined up right now to upgrade the MediaWiki instance.
Reply here or join irc.oftc.net on #ovirt if you want to stop me for any
reason.

It's a one-way upgrade, as the database tables have to be updated. That
means I need to take Apache offline, do the upgrade, then come back online.

This affects the following services:

* WordPress (www.ovirt.org)
* MediaWiki (wiki.ovirt.org)
* Apache (ovirt.org/*)
* Mailman web interface (lists.ovirt.org/mailman/listinfo)
** Mailing lists should be unaffected

If there are any problems, then things stay offline until I get a
resolution. Once I begin the upgrade, I'm going to push forward until
it's done - there is no fall-back-to-previous-version position.
