Edit Provisioned Network Feature --> Multi-Host Network Configuration

The feature page was updated since its previous version.

Main changes:
1. new name: Multi-Host Network Configuration
2. No UI/api changes. Updating the network action will automatically apply the changes to
all of the eligible hosts (support from DC 3.1 where setup networks was introduced).
3. Renaming the network will be blocked if used by hosts, vms or templates.
