core: ExportVm vmDown validation

Added an explicit test for VM.isDown in
ExportVmCommand.canDoAction() instead of using
ImagesHandler.PerformImagesChecks to do it.

Note: This patch is part of a series intended to remove the VM
status check from ImagesHandler.
