engine: watchdog device fix

After Icada39e3918fb053cb0ad0388178ccf5c6338ca2 the engine was trying to
send VmDeviceGeneralType through xmlrpc to vdsm in case the VM has a
watchdog device at VM startup. This patch changes it to string.
