webadmin: fix volume bricks tab refresh issue

Bricks sub-tab was not showing the data  immediately
when the user is navigating in the volume sub-tabs.
This is now fixed.

Refactored remove-brick actions availablity and
avoided setting the entity directly from VolumeListModel.
