Support for unconfigured startup handling and API access

Hosted engine correctly shuts down when no configuration can be
found. Missing configuration files generate error message or
debug message depending on the importance of the file.

API call to get the host id returns None in the unconfigured case
and also handles missing config files properly.

Configuration file access errors are reported to a separate
logger (either ovirt_hosted_engine_ha.env.config or the passed logger
with .config added to the end)
