webadmin : Changed tooltip for UNKNOWN async task status

Changed tooltip for UNKNOWN async task status.When rebalance
or remove-brick is stopped from cli, and the engine sync job
gets no details  about the stopped task it is treated as unknown
and hence refactored the tooltip message to indicate the situation.
