restapi: Replace memory overcommit attributes with elements

Currently the "overcommit" element uses attributes for its properties:

    <memory_policy>
      <overcommit percent="100"/>
      ...
    </memory_policy>

This is contrary to the common practice in the RESTAPI. This patch
replaces them with inner elements:

    <memory_policy>
      <overcommit>
        <percent>100</percent>
      </overcommit>
      ...
    </memory_policy>
