core: enforce minimal remote-viewer version

The support to enforce the minimal version of remote-viewer has been there
since 3.6, but it was not used.

This patch introduces the actual enforcing for windows and RHEL (for fedora and
centos not yet since the support on remote-viewer side is missing).
