restapi: V3 compatibility for pinnig to one host

In version 4 pinning to a host is done using a "hosts" element,
containing exactly one "host" element. In version 3 this could also be
done using directly only the "host" element. Now that the API supports
multiple versions this can be rea-added to version 3 without touching
the V4 implementation.
