restapi: Fix the command params for SRIOV related commands

* Send proper parameters from REST API code to AddVfsConfigLabel
and AddVfsConfigLabel commands.
* AddVfsConfigLabelCommand returns the label it has created,
so it could be loaded by REST code back.
