core,restapi: /graphicsconsoles did not work properly with 'current'

The ;current did not work properly with /graphicsconsoles. Fixed by adding a
new query GetNextRunGraphicsDevicesQuery which returns the graphics consoles
from the stateless snapshot and using it on REST resources.
