restapi: Support disk plug/unplug to VM

Support disk plug/unplug to VM via REST API, the plug unplug will be done
through the vms/{vm_id}/diskattachments/{disk_id} via a PUT request as
follows:

<disk_attachment>
    <active>true/false</active>
</disk_attachment>
