core: Unbreak CorrelationIdValidationTest

CorrelationIdValidationTest fails intermittently upstream. The root
cause seems to be the static member in CorrelationIdTracker which may or
may not get set in previous tests.

This patch assures that it's initialized per test run in order to make
the test reliable.
