Make OST jobs use mirrors for reposync

OST jobs will use mirrors as described by the $CI_MIRRORS_URL
environment variable. No mirrors will be used if this variable is not
defined or is empty.

Also turned the reposync-config.repo and the extra_sources files into
exported artifacts so we can tell exactly which package sources a given
run used

Refactered the job YAML a bit so that builder and publisher scripts can
use the same variables
