core: Enable fencing of previous hosted engine VM host

Enable fencing of the host, which hosted engine VM was running prior to
restart on different host, even when we are in interval, which disables
fencing after engine startup. This fixes issue introduced in refactoring
patch Ie2803fd2ef835800941627892cb2414a4a578ea5.
