core: refactoring boot order related code

1. early return in VmDeviceUtils#updateBootOrder
2. remove unused method VmDeviceCommonUtils#getBootSequence
3. in VmDeviceCommonUtils#updateVmDevicesBootOrder we now reset the
   boot order of all the VM devices rather than only the bootable ones.
