core: change default migration policy of clusters

In 1d0618a6291ab807ce37aca79f0e79475c4116d6 the default has already been
changed, but only for 4.0 clusters which did not work for 4.1, 4.2 etc.

This patch changes it for all but 3.6 clusters where we want to keep the old
legacy policy.
