Make GitHub jobs deploy to 'tested'

Since we're gonna remove 'experimental', and CQ does not support events
from GitHub yet, allow GitHub projects to deploy directly to the
'tested' repo.

This patch also includes initial work on per-stage publishers to avoid
making the check-merged jobs trigger the deploy jobs.
