[Engine-patches] Change in ovirt-engine[master]: core: handle only required networks which are down

core: handle only required networks which are down

interfaces which are down and implement a cluster networks
causes the host to be non-operational. This action is now
taken only on networks which are required by the cluster (till now
all where required)
