Gerrit is very slow

gerrit is experiencing very high load in the past few days.
david is checking and analaying logs to find out the source.

as immediate action we're going to shift all the non-patch jobs from jenkins
to work with github instead, and we might add more mirrors soon to handle the load.

hopefully it will reduce the current load.
