Move vdsm_3.5_create-rpms-el7-x86_64_merged to new CI standard

You have to do 2 things:

* Create the automation/buid-artifacts.sh script according to the wiki
* Add the bulid-artifacts stage to the jenkins yaml [1]


Adding the stage to the yaml might be a bit tricky, ping me if you need help
with it
