09 is meant to be reinstalled with fc23, until then, you can't run any fc23 chroots that use libvirt on it (so you can't actually avoid the bug https://bugzilla.redhat.com/show_bug.cgi?id=1287260).

Make sure you sync with [~amarchuk] on this, last time I talked with him he was going to try to reinstall it.
