failures in vdsm jenkins jobs

seems like pnx proxy is down

Trying other mirror.
http://proxy.phx.ovirt.org:5000/fedora-updates/23/x86_64/repodata/repomd.xml:
[Errno 14] HTTP Error 502 - Bad Gateway

we keep getting this in each vdsm patch post (e.g.
http://jenkins.ovirt.org/job/vdsm_master_check-patch-fc23-x86_64/1794/)
can you check that?
