On several servers I've seen failures to start postgres after VM reboot:

the temporary directory does not exist:

{quote}# ls -l /var/run/postgresql/
ls: cannot access /var/run/postgresql/: No such file or directory
# rpm -V postgresql-server
missing     /var/run/postgresql
# rpm -q postgresql-server
postgresql-server-9.2.15-1.el7_2.x86_64{quote}

It is defined in systemd configs however:
{quote}# cat /usr/lib/tmpfiles.d/postgresql.conf
d /var/run/postgresql 0755 postgres postgres -
{quote}

We need to identify why systemd does not create this directory as it requires manual work to bring such VM up.
