4.1 OST - wrong dependency ?

Both snapshot and tested includes the latest build of 1.3.15 [1], however,
since 4.1 is tested against the released 4.1 repo,
you're getting the latest released version from
http://resources.ovirt.org/pub/ovirt-4.1/rpm/el7/noarch/.

What you can do is add [1] to the list of custom repos in the manual job
and then you'll get the newer build to test with the engine
that requires it.
