The 'concurrency' parameter in the 'stage' step in the pipeline-plugin was deprecated, and is replaced by a combination of two new keywords 'lock' and 'milestone', however, the 'milestone' is included in a different plugin.
This is required in order to allow gating, for now, in github projects.
