We are probably going to adopt OpenStanck's convention of specifying such dependencies in a header in the commit message.

This requires persistent change tracking so we need to implement this as part of the change queue (OVIRT-1077) logic. We actually foresaw this requirement, so the core change-queue code already includes the needed dependency tracking and resolution capabilities.
