RGD:: Dev Role Permisssion

Hey!

I wanted to build a patch with custom parameters. And as this page
<http://ovirt-system-tests.readthedocs.io/en/latest/CI/developers_info/>
suggests I should have the 'dev role' permission to do so.
Can you please help with the same?
