Refactoring vdsm yaml<br>

1.Keep all excludes in the commons to avoid<br>
errors and missing or unneeded permutations<br>
2.Removing fc24 publishing for master nightly snapshots<br>
should be replaced by fc25 gradually by project<br>
owners.<br>
