Thx, that worked better than what I was trying. BTW, I still get the
welcome page. I also had to add

WSGIScriptAlias /auth/login /usr/share/openstack-dashboard/openstack_dashboard/wsgi/django.wsgi

to openstack-dashboard.conf for dashboard to work.
