You might be missing the architecture here behind 'not responding'. If the
host is not responding, we don't know what the status of the VM is. We
don't know if the host is up or down.
This has two consequences:
1. We can't migrate the VM (as we can't communicate with our host daemon -
VDSM).
2. We can't run the VM elsewhere (as we can't be sure it's down, it might
cause corruption if we run it twice).

I've over-simplified a bit our architecture, as we have capabilities both
for the host and the VM to see if they are still renewing their leases on
the
storage.
In that case, we don't need to fence, but we still need to handle the
situation somehow.
