That seems to be true, but having it controlled like that makes it impossible to have Pool VM's prestarted.<br>

I would rather have that controlled by what user is allowed in "Permissions". If engine has added a user to a Pool VM, it should be considered "occupied", and if there isn´t anyone allowed for that VM it should be considered "available".<br>
