If I restart ovirt-ha-broker the broker.conf is replaced with the
default<br>

If I don't restart ovirt-ha-broker, the broker.conf is silently
replaced after a while.<br>

I understand that broker.conf is stored in another place and
overwrite at runtime.<br>
