Export VM one can do only to the EXPORT_DOMAIN. Basically, export
domain is (can be) on the public net, which is not a part of oVirt
infrastructure. Exporting process itself is converting disk of a
vm from DATA domain to the EXPORT domain, which can be done only
by host with SPM role (Storage Pool Manager). So, the main idea
is: SPM host should have access to the EXPORT domain, and this
domain is on the public net, and the host has the default gateway
on the management network. So, exporting traffic should go through
the management network.

You can do unexpected network config and get the exporting traffic
through the Migration network, but this is very specific scenario.
