I have a question about the Quota of DataCenter. I 'Add' Quota, and set the threshold to 0% is failed, because the AddQuotaCommand will set to the default value 80% when the threshold is 0%. But, when I 'Edit' this Quota, I can set the threshold to 0%. Set the threshold to 0%, the 'Add' and 'Edit' operation gets different results.
