To confirm, I installed Rhel 8.1 on the Hosts in a 4.4 Cluster and that worked for me.

Yes, if you want to use 4.4 hosts, then they need to be on EL8.
If you want to use EL7 hosts, then you need to use 4.3 repos, which means that you need to stick with 4.2/4.3 cluster levels
