I'd recommend rewriting that entire sentence, as it's a bit awkward. Starting a user message off with "initiate logic that" is not ideal.

I'm not going to post an update patch myself because I don't know the feature, but my suggestion is:

"Restart the VM in regular (non-run-once) configuration when reboots are initiated either by the user (using REST API or UI) or from within the guest (e.g. during system installation)."
