I had the same issue on a fresh fedora 28 install. s/9.2-1002-jdbc4/42.2.2/ fixes it.

On master we are aiming to support Fedora 28 and we are dismissing any older Fedora jobs in Jenkins soon.

As a reminder Fedora 26 support is going to be EOL on Tuesday, May 29th, 2018.
