If so, can you please remove openvswitch and ovn, and add

openvswitch2.11

ovirt-openvswitch-*

ovirt-python-openvswitch

python3-openvswitch2.11

ovn2.11*

Is this the version you built? Are there other missing stuff (deps,
dnf modules, etc.)?
