I had to remove as a work-around:

-> $ dnf remove openvswitch
Dependencies resolved.

for its modules brake few things, eg.:

-> $ rpm -iv --force ipa-selinux-4.9.8-1.el9.noarch.rpm

ipa-selinux-4.9.8-1.el9.noarch

which brakes a few more, etc.
