The RPMs for the current and past versions are here: https://resources.ovirt.org/pub/

The 4.1 version can be installed in the same way as described in the documentation:

https://www.ovirt.org/documentation/install-guide/chap-Installing_oVirt.html

But instead of installing 'ovirt-release43.rpm', install 'ovirt-release41.rpm'.
