The initial symptom reported was similar, initially I could not log into the admin portal (albeit with a non-devel env) however an engine restart seemed to clean that up.
I then noticed the latter part of the issue I mentioned after the thread grew a bit ;-)
None the less agreed a different issue, I will fire up a diff thread for it.
