OK. This is a real bug, introduced very recently by a patch from dholler,
which I helped review. Sorry we didn't catch it :-(

That said, no idea how it happened. The flow you ran into is:
1. Install and setup ovirt-provider-ovn
2. Create a provider, AFAICT via engine-setup, but:
3. Do not create a config file for it
This is happens in dev mode, but only in dev mode, because in dev mode it is up on the
developer to create the file manually according the instructions printed by engine-setup.
No idea how.
