AFAIK (maybe someone will correct me) - restart via ssh is GUI internal action and it has not been yet exposed via REST API.
On GUI side it is triggered by the following method:  https://github.com/oVirt/ovirt-engine/blob/d3244813f7d0ddee46e2487bc8c931bcd7456498/frontend/webadmin/modules/uicommonweb/src/main/java/org/ovirt/engine/ui/uicommonweb/models/hosts/HostListModel.java#L1475
