I have 4 GB of ram which is I think is sufficient for ovirt installation ,one possibly reason for this error may4GB RAM is minimum for running engine, but from my experiences you need at least 8GB of RAM to build engine (1 browser and 1 language, for more browsers/languages you need even more) ...
