But why are you using 4.0 Virt SIG repos in a 4.1 job? It doesn't make sense.

Since publish will take time we have put python-dateutils into http://resources.ovirt.org/pub/ovirt-4.1-snapshot-static/rpm/el7/ so this issue should go away now.
