They are both found in frontend/webadmin/modules/uicompat/src/main/java/org/ovirt/engine/ui/uicompat/UIConstants.java 
and used for external providers.

anyHostInDataCenterwas was added as part of commit 47d0667b5f68b030e72fda85f63c348d52fbe72a
and anyDataCenter added as part of commit 8eb84c5436f62175f57f839939688dcf0cf1a730.
