I'd make the rule that script files should either be changed to .txt and uploaded that way or have the contents pasted in a wiki page directly as a block. As for tar.gz files, I don't know of a reason to block that. I like this for a few reasons. One is there is an associated Talk: page for meta-comments, and information about the script can be put in the wiki page.
