I think this happens on fc27 if you use yum-utils instead of dnf-command(builddep) or dnf-utils
Maybe you didn't backport https://gerrit.ovirt.org/#/c/88634/ to 4.2 branch?

 

Previous build, last week, did find them:

Not sure what changed since then.

I think I will ignore this for now, for _otopi_, and remove fc27 jobs
for its 4.2 branch (otopi-1.7), as it's broken there anyway and we
decided to (try to) support Fedora only in 4.3 (master). Still, this
might be worth checking for other projects.
